The work is devoted to the study of processes to optimize the system of government of the fuel and energy complex in the face of strong action of factors of socio-economic self-organization. One of the most effective approaches to common problems of description complexity, self-organization characteristics of the phenomena considered synergetic, formed as an interdisciplinary scientific approach, which develops methods for studying the behavior of open systems and complex behavior of their components. The objective of the study is to develop concepts and models to optimize the system of government fuel and energy komples, effective under conditions of intense socio-political and socio-economic self-organization of the social environment of the country. It is proved that the concept of synergy gives new impetus to the theory of public administration, combines elements of the power controls and self-control object.
